João Pessoa (PB) – Uma operação realizada pela Secretaria de Estado da Administração Penitenciária da Paraíba (Seap-PB), nesta quinta-feira (22 de outubro de 2026), resultou na apreensão de dezenas de objetos proibidos na Penitenciária Desembargador Sílvio Porto, localizada em João Pessoa.

A ação contou com a participação de mais de 100 policiais penais e teve como principal objetivo intensificar as revistas, impedir a circulação de materiais ilícitos e combater possíveis comunicações criminosas realizadas de dentro do sistema prisional.

Celulares, armas improvisadas e drogas foram apreendidos

Durante as buscas, os policiais penais localizaram diversos equipamentos eletrônicos, objetos perfurantes e substâncias proibidas.

Entre os materiais apreendidos estão:

• 42 aparelhos celulares;
• 25 carregadores;
• 23 cabos;
• 7 fones de ouvido;
• 3 pendrives;
• 37 espetos;
• 3 trouxas de maconha;
• 4 garrafas PET contendo bebidas alcoólicas de fabricação caseira;
• 146 comprimidos de substância ainda não identificada.

A quantidade de equipamentos encontrados reforça a importância das ações de fiscalização e controle dentro das unidades penitenciárias.

Secretaria reforça combate ao crime organizado

O secretário de Estado da Administração Penitenciária, Tércio Chaves, destacou que a operação faz parte de uma estratégia permanente para fortalecer a segurança no sistema prisional paraibano.

“A iniciativa integra um conjunto de ações adotadas pela Secretaria para prevenir e neutralizar comunicações ilícitas e impedir a permanência de equipamentos e materiais proibidos nas unidades prisionais”, declarou o secretário.

Segundo a Seap-PB, o trabalho busca impedir que aparelhos celulares e outros materiais proibidos sejam utilizados para facilitar atividades criminosas dentro e fora das unidades prisionais.

Operação mobilizou forças especializadas

A operação foi coordenada pela Gerência Executiva do Sistema Penitenciário (Gesipe) e contou com a participação de diversas equipes especializadas, incluindo a Força Tática Penitenciária (FTPEN), o Grupo Penitenciário de Operações Especiais (GPOE), o Grupo Penitenciário de Operações com Cães (GPOC) e a Gerência de Inteligência e Segurança Orgânica Penitenciária (Gisop).

Também participaram policiais penais da unidade prisional e da Região Metropolitana de João Pessoa. A ação recebeu apoio do Grupamento Tático Aéreo (GTA), vinculado à Secretaria de Estado da Segurança e da Defesa Social da Paraíba (Sesds).

Fiscalização permanente nas unidades prisionais

O secretário Tércio Chaves ressaltou que operações desse tipo continuarão sendo utilizadas para combater irregularidades e fortalecer o controle do sistema penitenciário.

“O recado é claro: mostramos que existe vigilância, que existe controle nas unidades e que essas ações criminosas não serão toleradas”, enfatizou.

A operação integra as medidas de enfrentamento ao crime organizado e de fortalecimento da segurança nas unidades prisionais da Paraíba.

O mandado de prisão foi cumprido, na tarde de hoje, pela Polícia Federal (PF), em Teresópolis. Bacellar foi levado para superintendência da corporação na capital fluminense.

Segundo a PF, ele teria vazado informações sigilosas sobre a investigação que envolve o deputado estadual TH Joias.

De acordo com a PF, Bacellar também foi alvo de uma medida de busca e apreensão.

A corporação também informou que a prisão e a buscas foram determinadas na Arguição de Descumprimento de Preceito Fundamental (ADPF) nº 635, mais conhecida como ADPF das Favelas. Além de estabelecer medidas para o enfrentamento da letalidade policial no Rio, o processo investiga a ligação de grupos criminosos com agentes públicos.

Bacellar havia sido preso em dezembro do ano passado, mas, dias depois, uma votação da Assembleia Legislativa do Estado do Rio de Janeiro (Alerj) determinou a soltura dele. Diante disso, o ministro Alexandre de Moraes expediu o mandado de soltura de Bacellar.

Decisão

Moraes entendeu que Bacellar deve voltar à prisão porque teve o mandato cassado na mesma decisão em que, na semana passada, o Tribunal Superior Eleitoral (TSE) condenou o ex-governador do Rio Claudio Castro à inelegibilidade.

O ministro também ressaltou que Bacellar foi denunciado pela Procuradoria-Geral da República (PGR) pelo crime de obstrução de investigação no caso do ex-deputado TH Joias.

“Desse modo, é patente a necessidade da decretação da prisão em face da conveniência da instrução criminal e para assegurar a aplicação da lei penal, bem como a ordem pública”, decidiu Moraes.

Em nota enviada à Agência Brasil, o advogado Daniel Bialski disse pretende recorrer da decisão que decretou a prisão do deputado.

“A defesa desconhece completamente os motivos dessa nova prisão decretada, mas ainda assim a classifica como indevida e desnecessária, já que nosso cliente vinha cumprindo fiel e completamente todas as medidas cautelares impostas. Portanto, irá contestar e recorrer para que seja revista e revogada o quanto antes”, afirmou.
